Why JOC exists.
JOC was developed by the Corps of Engineers in 1985 to speed execution of repair and renovation construction projects. The strategy bypasses a separate traditional bid process for every project and gives customers access to a flexible, cost-effective and responsive contractor without repeating a lengthy procurement cycle.
